With the rise of Android in the market, Google has unveiled an online App Inventor for Android for all those people who have no knowledge or basic know-hows of developer language. With this online App Inventor, people will be able to create Apps by using simple drag-and-drop techniques and other online documentation that may help the user.

Google has been reported testing this App Inventor on "sixth graders", high school students, nursing students and undergrad students who of course have no knowledge of Android or any developer languages.

However people complain that this may cause the App Store to be cluttered, but as you see this has nothing to do with the Android Market and is only for learning purposes and maybe stand-alone softwares.
